I definetly agree that teachers should be paid not only by level of education and number of years teaching, but by merit also. There should be multiple ways to make guidelines for the better teachers, however I do not think testing is the only way to go. There should be a perfect balance of both testing, and overall effectiveness of a teacher. The Federal government should also not be the only group to make these guidelines, the states should have a major part to play in this decision.
Teacher pay should also be based on merit. Tests are not always the best option because some students don't care and/or don't try on tests, so the results are not always 100 percent accurate to how good the teacher is.
I side more with Obama on this one, but I like Romney's view on education being within state and local boundaries.
