NEA Negotiations Summary Report of 5-21-14
First, I want to say that teachers attending DID make a
difference! It helped us as a team to know that teachers were there to hear the issues, react to the conversations and provide questions and feedback. We appreciate feedback, questions and advice.
I am going to summarize last night’s negotiation session
according to the order the proposals took place:
First
Session (4pm)
BOE PROPOSALS:
Article I: Hours and Amount of Work
A. Contract Year
4. Removed the section “beginning the 2013-2014 school year.
For the 2014-2015 school year and thereafter, these staff development
days will be set by the superintendent early.”
The Board will consider the recommendation(s) of the PAS
Committee.
KNEA SALINA PROPOSALS:
1.
Article
II: LEAVES
“…….shall
receive compensation for the days of unused accumulated leave at a rate of $25 $88
per day. …..”
2.
Article
III: SALARY AND ADDITIONAL COMPENSATION
NEA
proposes a 9% increase in the base salary.
3.
NEA
proposes to restructure the salary schedule in regards to longevity pay.
(Salary Schedule pg. 29)
Please add to the salary figures above, longevity pay
calculated according to the following schedule:
In
Years 18-20 $750 In years 21-24 $750
$950 In years 25-28 $1250
$1450 In years 29-32 $1850 $2050 In years 33-36 $2250
$2450 In years 37 or more $2750 $2950
P.
Excess Meeting Time Compensation Provision for Special Education
Special education teachers will be compensated at their
daily rate of pay for one three additional day of special education staffings.
5.
Article IX:
OTHER
The
Association seeks to negotiate exceptions to school boundaries for children of
teachers so that their children can attend the school or feeder school of their
parents. If the teacher is a middle or
high school teacher, the district may place them in any feeder school that
feeds into the middle or high school where the parent is employed. This placement will be subject to enrollment
and will rquire a yearly application.
6.
DUE
PROCESS
NEA proposes that a joint
Board-Association committee be formed to review due process procedures. We propose that the committee’s
recommendations, if any, be developed and delivered to the Board and
Association bargaining teams by March 1, 2055.
This
was followed by the guidelines in making the committee
CAUCUS----CAUCUS----CAUCUS----CAUCUS----
CAUCUS----CAUCUS----CAUCUS----CAUCUS----
NEA tentatively accepted both proposals from the
Board
Board tentatively accepted:
a.
Change in
longevity pay
b.
Removal in QPA Chair Provision (not above, but
proposed by NEA)
c.
$800 to the base + step and movement (2.4% to
the base)
d.
Punctuation change (also not above, but proposed
by NEA)
Board Rejected:
a.
ANY
increase in accumulated sick day pay (stay at current $25 per day)
b.
ANY additional days for Special education
teachers
c.
ANY boundary allowances for teachers. Rationale:
Want to keep a level playing field for all. (We did respond to this with an explanation
of how NOT level the playing field is currently.)
d.
Board-Association Committee – we were told we
could notice it next year,
CAUCUS----CAUCUS----CAUCUS----CAUCUS---- CAUCUS----CAUCUS----CAUCUS----CAUCUS----
1.
Accumulated sick day pay $25 $50
2.
One additional day for special education
teachers for a total of two
3.
Asked that they reconsider the boundary issues.
4.
Argued that now is the time to be proactive on
the Board-Association Committee. This
was recommended by Bill Hall in our Executive Committee meeting. Representitives JR CLaeys, Steve Johnson and
Diane Dierks all recommended that Due Process be handled at the local level at
last weekend’s legislative forum.

BOARDS RESPONSE TO COUNTERPROPOSALS:
Rejected
all of them
CAUCUS----CAUCUS----CAUCUS----CAUCUS---- CAUCUS----CAUCUS----CAUCUS----CAUCUS---
NEA Salina cannot in good conscious settle for the terms
proposed by the Board. We would like to
end negotiations for the night and schedule a date soon to negotiate.
